Under the general supervision of the Head, Budget Section, and reporting directly to the Budget Officer responsible for Funds-in-Trust and Development Agenda, the intern has the following principal duties:
1. Funds in Trust:
(a) assist in reviewing budget for twenty-eight Funds in Trust;
(b) assist in preparation of budget breakdown by cost category;
(c) prepare and upload budget journals following sign-off by the responsible Budget Officer;
(d) contribute towards user testing of new reports

- University degree in finance or business administration (completed or presently enrolled).

Responsibilities and Obligations:
Interns are not considered staff members of WIPO. They do not represent the Organization in any official capacity and shall not engage in any duty travel on behalf of the division/department. Nevertheless, they are expected to work full time and to carry out the duties assigned to them. They are bound by the same duties and obligations as regular staff members; they must, in particular, keep confidential any and all unpublished information made known to them during the course of the internship and may not publish outside WIPO any reports or papers on the basis of information obtained during the internship.
There can be no expectancy of employment by WIPO following an internship, nor conversion into other types of temporary contracts. Interns may nevertheless apply to WIPO vacancies, should they meet the requirements.
Remuneration
The interns are remunerated as follows: a) for undergraduate students, applicants enrolled in their second year of studies for a two years' duration first degree program and third year of studies for a three years' duration first degree program (remunerated at CHF 500 per month to cover transportation, lunches and incidentals).
b) for graduates with a Masters degree, applicants enrolled in a full-time post-graduate study program or for young professionals who have completed a Master's degree (remunerated at CHF 2,000 per month).
Travel arrangements to WIPO's Headquarters in Geneva are the entire responsibility of the intern.

Main duties

- Supporting management in identifying and filling significant competency and skills gaps;
- Leading and managing comprehensive reviews of policies and processes, notably in relation to organizational design, HR planning, talent management, learning and professional development supported with sound action plans;
- Promoting a performance culture across the Organization; ensuring that the systems for performance appraisal are fully and properly implemented in order to maximize the management of talent in the organization;
- Ensuring the delivery of quality HR support services from all HRMD Units to the client areas by developing a collaborative partnership with the rest of the business areas and individual staff members;
- Providing advice on all matters related to Standards of Conduct and Administration of Justice;
- Continuously improving communication with staff; contributing to building constructive staff-management relations.
- Advanced university degree in Human Resource Management, Law, Business Administration or Public Administration.
- At least 15 years of relevant progressive professional work experience of which at least five years should be at a senior management level in an international/multinational organization, in the area of human resources management, experience of HR management in the private sector would be an advantage.
- Proven ability to lead organizational and cultural change within a results-based and revenue driven management framework.
- Strong leadership and management competencies, including success in leading a large team and managing financial resources coupled with a strong record in effective planning and results based delivery skills.
- Skilled communicator. Excellent negotiation, facilitation and motivational skills. Ability to articulate management and organizational principles, in a multicultural environment, respecting cultural, gender and other behavioral differences.
- Strategic thinker. Demonstrated analytical skills which should include, identification of risks and opportunities.
- Experience of using information technologies, particularly in the implementation and use of Enterprise Resource Planning (ERP) systems.

Independent Advisory Oversight Committee

INTRODUCTION:
The World Intellectual Property Organization is seeking applications for positions on its Independent Advisory Oversight Committee (IAOC)
WIPO:
The World Intellectual Property Organization (WIPO) is a specialized agency of the United Nations, established by the WIPO Convention in 1967. Its primary objective is to promote the protection of intellectual property throughout the world through cooperation among States and, where appropriate, in collaboration with any other international organization. Its headquarters are in Geneva, Switzerland and it has several offices abroad.
IAOC:
The Independent Advisory Oversight Committee of WIPO (IAOC) is an independent, external and expert advisory and oversight body which assists Member States in their role of oversight of, and for the better exercise of their governance responsibilities with respect to, the various operations of WIPO. Its mandate includes promoting internal control, focusing assurance resources, overseeing audit performance and particular activities and projects as it may be requested by the Program and Budget Committee. The IAOC makes recommendations to the Program and Budget Committee on issues within its terms of reference. The IAOC reports to WIPO Member States about its work and the WIPO Program and Budget Committee.
As of January 2011, the IAOC will be composed of seven members, representing, to the extent possible, each of seven geographical regions of WIPO Member States. Once selected, IAOC members shall serve in their personal capacity for a term of three years, renewable once. Four members of the IAOC starting in February 2011 would serve for a term of three years, renewable once for three years and three of them would serve a term of three years, non-renewable. The term of IAOC members would be determined by drawing of lots at the first meeting of the Committee in 2011.
Service on the IAOC is without remuneration, but members shall be provided with the standard UN travel and subsistence expenses to attend quarterly meetings in Geneva. Meetings generally last five days, but will also require additional time for travel and preparation due to the volume of documentation to be reviewed. The IAOC should start its operations from February 2011.
SELECTION CRITERIA:
The selection will be conducted by a special panel of Member States' representatives and will be based on individual skills, taking into account the need for the Committee to possess corporate skills as well as appropriate geographical representation.
As an example, the Committee should have members who, among others, collectively possess recent and relevant qualifications and experience in auditing, accounting, risk management, legal affairs, and other financial and administrative matters regarding international organizations or the public sector, knowledge of WIPO and intellectual property, experience in committee work and drafting ability.

- provide management with sound advice on modern and risk based internal control systems and procedures to help WIPO managers ensure effective internal control and risk management;
- prepare and present, together with the Director IAOD, internal audit reports and other information to senior management and the audit committee;
- represent the internal audit section as necessary whenever the Director IAOD is absent;
- liaise as needed with UN and other networks and groups of internal auditors;
- perform other duties, assignments and responsibilities as required by the Director IAOD.
- Certified Internal Auditor (CIA) qualification or national full professional equivalent.
- A university degree in a relevant field.
- At least twelve years of professional experience, preferably with progressively responsible experience in internal audit post and professional qualification at a national or international level (including good recent experience of at least four years in a supervisory and management role).
- Ability to carry out audits efficiently and effectively and a demonstrated ability to manage complex audits and audit teams.
- Strong interpersonal skills with the ability to work effectively in cross-cultural settings and as part of a team.
- Persuasive and effective communicator with strong advocacy and presentation skills.
- Familiarity with the United Nations system or comparable institutions.
- Knowledge and experience in IT audit and audit related IT systems.
- Excellent knowledge and drafting skills in English, and a good working knowledge of French.

- direct and manage the work of the Development Agenda Coordination Division, including: supervision of staff and evaluation of individual and collective performance; management of human and financial resources to ensure timely, efficient and high quality delivery of results within the framework of the WIPO Program and Budget, and strategic planning of the Division’s work;
- lead the coordination for cross-sectoral implementation of the Development Agenda within WIPO, and the mainstreaming of the development dimension consistent with the WIPO’s strategic plan. Coordinate with internal WIPO services and external organizations necessary to ensure effective implementation of the Development Agenda;
- provide strategic policy advice to senior management on the implementation of the Development Agenda, and on issues related to development and intellectual property;
- act as Secretary to the Committee on Development and Intellectual Property (CDIP) to facilitate progress in the Committee meetings through liaison between the Chair, delegations and Secretariat, and by facilitating negotiations;
- represent WIPO at senior-level international, regional and national meetings and policy-making fora, including multilateral processes and specialized agencies within the United Nations system;
- build and maintain close contact with dignitaries and senior-level representatives of WIPO Member States; develop consultative networks with other international organizations, civil society, the private sector, research and policymaking community on issues related to development and intellectual property;
- lead and supervise activities carried out by the Division’s staff including advisory missions, conferences, meetings, workshops and other consultative processes. Provide briefings to dignitaries/policy makers, as well as lectures and workshops;
- formulate and oversee preparation of working documents for the CDIP, including briefs, reports and similar documents relating to the WIPO Development Agenda;
- undertake other tasks as required by the Deputy Director General.
- University degree, with at least fifteen years of progressively responsible professional experience in the field of intellectual property at the international level.
- Substantial proven management experience involving the management of staff and the delivery of programs; strategic planning and execution, and financial administration within an international, culturally-diverse environment.
- Practical leadership experience, and ability to facilitate multilateral negotiations.
- Extensive knowledge of the WIPO Development Agenda process, substantial practical experience in the delivery of development assistance and knowledge of issues related to development and intellectual property.
- Substantial knowledge of intergovernmental processes; structures and practices of organizations in the United Nations system, and other international and regional organizations dealing with intellectual property and related issues. Knowledge of WIPO and its intergovernmental and organizational structure will be an advantage.
- Fluent oral and written proficiency in English, including the ability to write and critically edit analytical and policy papers, and to prepare and deliver lectures and presentations. Working knowledge of at least one other official United Nations language would be an advantage.

Global Challenges Division

Objectives:
The mission of the Global Challenges Divisionis to advance public appreciation of the positive relationship among innovation, intellectual property (IP), and economic and social development. At this stage, the Global Challenges Division focuses its activities in three areas: policy development and analysis; service provision; and, undertaking and delivering measurable, goal-oriented programs.
The Division applies itself to three of the major public policy issues facing the world today: Global Health; Climate Change; and Food Security. By providing input to and engaging in policy development, the Division is an integral part of WIPO's identity as the only UN specialized agency with the tools and the mandate to inform public understanding of how innovation and intellectual property are related, and how together they serve public needs, goals, and development.
Principal Duties
Under the supervision of the Division Director, and working closely with other WIPO programs, the Consultant will form part of a multi-disciplinary team. Principal duties will include:
- Supporting the Division Director and other senior staff in developing and executing strategies to provide impetus to WIPO's work in relation to the interface between IP policy and global policy challenges, specifically in the areas of climate change, public health and food security;
- Contributing to the identification and implementation of practical initiatives, such as public symposia and conferences and cooperative projects with third parties, that enhance WIPO's contribution to addressing such challenges, working in close cooperation and coordination with other United Nations (UN) and intergovernmental organizations as well as other external partners, in particular the private sector;
- Planning and undertaking research and analysis as required into IP aspects of current and emerging public policy issues; taking the lead on preparing timely and effective policy briefs and other public policy briefs and related materials;
- Facilitating WIPO coordination with governments, intergovernmental and non governmental organizations, industry and other relevant stakeholders on global IP policy challenges; and
- Undertaking other tasks as may be directed by the Division Director.
QUALIFICATIONS AND COMPETENCIES
- University degree in international relations, business, science, or other relevant academic and professional qualifications;
- At least nine years of experience in policy analysis and advocacy in an international environment, including both public and private sector experience, with a strong focus on global environment/climate change issues;
- Knowledge of UN policy concerns and a deep understanding of IP and innovation issues and subject matter in relation to these concerns;
- Proven ability to deliver rapid analysis and assimilate complex new issues;
- Proven ability to communicate technical subject matter to non-specialist audiences, particularly in public fora and similar events is very important;
- Ability to work effectively within a multicultural team; and,
- Excellent written and spoken English. Knowledge of at least one other UN language would be an advantage.

- plans, organizes and oversees the management of the Safety and Security Coordination Service (SSCS) in providing for the physical safety of all staff and visitors to WIPO premises, information and assets; including the WIPO Coordination Offices;
- plans and manages the effective provision of fire and general safety emergency procedures, provides training for, and supervision of, all emergency responses including initial response for first aid, fire, evacuation and premises wardens; is responsible for the operational performance of all security and safety systems and procedures including fire detection, fire sprinkler, and fire suppression equipment;
- ensures the management and performance of the SSCS operational control center concerning all systems connected to safety and its satellite receptions, and the provision of safety and security awareness briefings and training. Is on call 24-hours a day when emergencies may arise and replaces both the Head and Deputy Head of Service during their absence as required;
- assists in the management and supervision of all SSCS specialist operations including conference security, risk management, VIP close protection and preliminary administrative inquiries into work place related safety incidents when required;
- supervises the out-sourced guard contractual arrangements including function, terms of reference, performance and quality control when required;
- assists in the preparation of standard operating procedures (SOP), security risk assessments and emergency planning of both Headquarter and Coordination Bureau locations.
- University Degree preferably in Law, International Relations, Political/Social Sciences, Business Administration or Safety and Security Management or equivalent qualification such as officer training for police, fire academy, or military degree/diploma. Professional security management training from a recognized law enforcement, military, or fire agency, DSS, or other competent body, advanced first aid, fire safety and emergency rescue, knowledge of NRBC Swiss standards or other relevant European standards, physical security standards. Interviewing skills and fire related or safety in the work place inquiries would be an advantage; and
- At least six years of direct supervision experience in safety and security as principal duties ideally in the UN Security Management System, police, military, or fire services environment. Proven hands-on experience and training of fire and safety management and of managing security for conferences and special events; and
- Excellent writing skills in either English or French, and a very good working knowledge of the other language. Any other knowledge of an official UN language would be considered an asset.
- In addition the following competencies are required:
- Comprehensive knowledge of the UN Security Management System and UN security policies, procedures and practices. Comprehensive knowledge and training of fire safety and buildings risk management including Swiss and European fire safety standards. Crisis management proficiency. Familiarity with all forms of security screening equipment (e.g. humans, explosives, TCSM). Work experience in a UN-HMOSS physical security upgrade project would be an asset.
