Menurut saya yg sudah mondar-mandir ke SING dan negara2 lain, harga sewa apartemen di SING sangat tidak masuk akal sama sekali. Silahkan dicek harga sewa per 2009 ini.
Single mulai SGD 80 sd SGD 120.
Family /3 org SGD 120 sd SGD 200.
Dengan harga segitu sih masih kalah jauh dari hostel/losmen yang resmi disediakan Gov. Singapore.

Single mulai SGD 20 sd SGD 50.

Jadi jangan terpancing harga murah, ingat hotel di YWCA dengan SGD 100 sudah dapat breakfast yg kalau mau dihargai sekitar SGD 10.
Jadi apanya yang murah ?.
Masalah dekat dengan Orchard/RS atau apapun, Singapura negara kecil, naik MRT dari ujung singapore sd ujungnya cuma SGD 5, dengan waktu tempuh sekitar 10menit saja, umpama dari Jurong ke Orchard.
Wajarnya harga sewa Apartemen itu SGD 50 perkamar (3orang) + Breakfast), lebih dari itu saya sih No way deh.Silahkan searching sendiri & PIKIR MASAK2 sebelum sewa apartemen.
Lha wong harga beli HDBnya aja cuman SGD 200.000 modalnya, artinya dengan mengoperasikan sewa apartemen selama 2 tahun sudah bisa bikin balik modal.
Sebaiknya orang Indo yang punya investasi lebih di Sing, lebih menolong orang Indo yang ingin jalan2 kesana, bukan malah mencekik leher bangsa sendiri.

Belajar dari Darpa, Rising Above the Gathering Storm: Energizing and Employing America for a Brighter Economic Future

Apakah itu DARPA ? Sekilas kedengarannya seperti salah satu alat musik, tetapi ini adalah hal lain, bukan alat musik Harpa. DARPA adalah suatu lembaga penelitian yang ada di Amerika Serikat. Kalau anda pernah belajar tentang sejarah internet, tentu anda sudah pernah mendengarnya. Ini adalah lembaga yang melakukan penelitian dan menemukan teknologi Internet. DARPA adalah singkatan dari Defense Advance Research Project Agency. Temuan yang dilakukan oleh DARPA yang siknikan tidak hanya Internet, tetapi juga microelektronik kecepatan tinggi, stealth dan teknologi satelit, pesawat tak berawak, dan material baru.
DARPA didirikan tahun 1958 dengan anggaran belanja sebesar $ 500 jt, setelah Sputnik diluncurkan oleh Sovyet. Pada tahun 2005 anggaran belanjanya sebesar $ 3.1 M. Tetapi ditinjau dari jumlah karyawannya, ini adalah organisasi kecil, dengan bentuk non-hirarkhi. Jumlah karyawannya adalah 220 orang termasuk staff teknik sebanyak 120 orang. Tetapi lembaga ini bisa mengangkat karyawan baru dari kalangan akademik dan industri dengan cepat dan gaji yang luar biasa tingginya melebihi gaji lembaga pemerintah lainnya.
Menurut Lawrence Dubois, DARPA menanyakan pertanyaan berikut kepada Principal Investigator, project leader, program manager :
* What are you trying to accomplish?
* How is it done today and what are the limitations? What is truly new in your approach that will remove current limitations and improve performance? By how much? A factor of 10? 100? More? If successful, what difference will it make and to whom?
* What are the midterm exams, final exams, or full-scale applications required to prove your hypothesis? When will they be done?
* What is DARPA’s exit strategy? Who will take the technologies you develop and turn them into new capabilities or real products?
* How much will it cost?
Tentang system kerja DARPA, Dubois mengutip ungkapan yang dinyatakan oleh eks program manager DARPA:
Manajemen Program DARPA aktivitasnya sangat proaktif. Dia mengumpamakan programnya seperti main catur dalam bentuk multidimensional.Sebagai pemain catur, pemain harus tau tujuannya, tetapi ada berbagai cara untuk menggerakkan bidak catur untuik mencapai kemenangan. Misal manager program, pemain catur memulai dengan beberapa gerak bidak (kelompok peneliti independen) yang berada pada lokasi yang berbeda dan juga dengan kapabilitas yang berbeda (fundamental, aplied, eksperimen, dan teori). (keterangan, Sejarah Internet dimulai dengan ARPANET yaitu bentuk komunikasi antar peneliti DARPA yang berada pada lokasi berbeda Universitas, pusat penelitian yang tersebar di beberapa state) Seseorang menggunakan team ini untuk mencapai titik serang (pada suatu kasus menyelesaikan beberapa masalah utama dan yang lainnya menyerang/menangkalnya). Yang menarik pada kasus tersebut adalah tantangan karena sasaran secara kontinu bergerak/berubah.
Kisah sukses, sistem kerja dan bentuk organisasi DARPA menjadi inspirasi bagi
Komite pada ”Prospering in The Global Economy of the 21st century an agenda for American Science and Technology, National Academy of Sciences, National Academy of Engineering, Institute of Medicine”, sehingga komite sepakat merekomendasikan sistem ini diterapkan untuk penelitian bidang energi (dibawah DOE) disebut ARPA-E.
Banyak hal menarik diuraikan pada buku ”Rising Above the Gathering Storm: Energizing and Employing America for a Brighter Economic Future”, terbitan National Academy of Sciences (2007). Sebagian besar fokus buku ini adalah pengelolaan SDM dan energi. Beberapa saya kutip dibawah.
Buku ini menurut saya (sok tau nih) harus dibaca oleh pembuat keputusan (policy maker) bidang Science, Engineering, dan energy. Lembaga-lembaga seperti CSIS (masih ada nggak?), CIDES, ISTEKS, BINTEKS, MITI, Habibie center.
Kebetulan, mumpung Indonesia lagi dibolehkan dowload pdf gratis, buru-buru lah biar Indonesia lebih maju.

Tanggapan terhadap artikel Ninok Leksono, Jejak Naga Silikon dan Masa Depan Ekstrem

Artikel yang sangat menarik dari Ninok Leksono. Seharusnya pemerintah memberikan motivasi dan stimulus ke bidang teknologi Informasi ini. Tetapi kenyataannya dari perkembangan sejarah Indonesia banyak hal yang dilakukan adalah bersifat unmotivated dengan kebijakan yang tidak bijak dan merugikan. Seharusnya stimulus yang diberikan bukan bersifat BLT seperti projek Block grand Dikti kemaren ini.
Banyak kebijakan pemerintah bersifat instan, dan tanpa pikir panjang. Masih ingatkah kita zaman Soedomo menjadi menteri tenaga kerja. Melalui kebijakannya semua pabrik IC angkat kaki dan ditutup di Indonesia. Pada zaman itu pembuatan IC membutuhkan tenaga kerja (umumnya wanita) yang harus melihat setiap Chip IC dibawah microscope, apakah ada debu (rusak) atau tidak, kebetulan zaman saya mahasiswa, jurusan Fisika UI pernah berkunjung ke salah satu pabrik IC ini di daerah Cibinong. Karena perkembangan teknologi perusahaan ingin mengganti tenaga kerja ini dengan robot. Soedomo tidak mengizinkannya, maka mereka memutuskan angkat kaki dari Indonesia.
Pada waktu pabrik chip IC ada di Indonesia, banyak peneliti bahkan mahasiswa bisa mendesain rangkaian electronik dan mencetaknya dalam bentuk IC. Pada zaman itu LEN (lembaga Elektronik Nasional) dibawah LIPI berjaya. Mereka dibiarkan bebas berkreasi, kemudian ada intervensi dari atasan terhadap lembaga, yang bersifat pemasungan terhadap kreativitas mereka. Dan sekarang, LEN masih adakah? Dampak penutupan pabrik IC dan pamasungan atas kreatifitas karyawan LEN oleh atasan dapat kita rasakan sekarang. Tidak ada satupun pabrik telpon celluler di Indonesia. Kalau kita buka case komputer, tidak ada satupun chip IC made in Indonesia. Dulu masih kita temukan “made in Indonesia Inside” the case
Pernahkah anda mengenal Ahira? Barangkali tidak banyak yang mengenalnya. Dia adalah seorang Blogger, yang memanfaatkan Internet untuk cari uang. Usaha ini dilakukan mulai sewaktu mahasiswa dengan kunjungan yang intens ke warnet. Dia memanfaatkan Google Adsense untuk cari uang.dan menjual ilmu SEO (Search Engine Optimatization) agar webpagenya muncul di halaman pertama mesin pencari google.
Sebenarnya, tidak perlu terlalu jauh mencari sukses story ala Ahira. Disini di PPIN, BATAN. Beberapa teman mendapat pendapatan sampingan ada yang mencapai Rp 3 jt/bulan rutin, hanya dengan mengisi iklan-iklan di satu website. Saya sendiri semula bergabung dengan niat membantu bisnis kawan. Setelah menjadi anggota, tidak ada aktifitas pengisian iklan. Tetapi akhirnya saya lakukan juga, hanya pada waktu bulan Okt, Nov, dan Des 2008, setelah itu boleh dikatakan tidak pernah lagi pengisian iklan. Sekarang saya memperoleh Rp 200 rb- Rp 400 rb/bulan.
Saya membayangkan jika banyak anak bangsa yang mempunyai keahlian seperti Ahira, atau Djoko yang mengerti SEO dan programming untuk menambahkan keyword ke webpage, serta trick-trick lainnya. Indonesia akan sangat maju dalam bisnis internet. Kenapa kita tidak mendidik anak bangsa tentang bisnis internet ala persipan TOFI (olimpiade Fisika). Saya dapat membayangkan beberapa tahun ke depan, Anak bangsa Indonesia mempunyai website dalam berbagai bahasa yang mempunyai rank atas dalam alexa.com. Melalui google adsense, pendapatan akan lebih besar apabila website dalam bahasa Inggris. Karena pemasang iklan melalui “adword google” dalam bahasa Inggris (perusahaan asing) membayar iklan lebih mahal.
Saat ini iklanmax.com, yang dikembangkan Djoko dari PPIN mempunyai rank di Indonesia mendekati no 100, dengan kunjungan mencapai 70.000 s/d 100.000 pengunjung sehari. Bulan kemaren dia menunjukkan cek senilai $ 3.700 hanya dari google adsense. Anak muda yang kreatif ini juga mempunyai penghasilan dari website lain, termasuk dari amazon.com. Saya cukup mengenal kemampuannya, karena pernah saya ajak pada projek di depertemen yang menelan biaya milyaran rupiah. Barangkali ujud projek tersebut sekarang ini tidak berbekas?
Kenapa tidak dibentuk suatu lembaga/wadah agar anak bangsa dapat saling berbagi ilmu dalam teknologi internet dan bisnis Internet? Wadah yang menyebarkan ilmu, menghimpun anak muda berbakat, dan mendata statistik bisnis internet.
Dimana hasil akhirnya jelas Dollar. Beberapa tahun ke depan diharapkan akan ada website hasil karya anak bangsa se kaliber Amazon.com , Ailbaba.com , bahkan yahoo.com Saya pernah berbicara dengan Djoko, dia siap berbagi ilmu. Tetapi, tentu saja tidak ada yang gratis di dunia ini, hal yang gratis adalah bentuk unmotivated. Kalau perlu biaya pelatihan lebih besar, agar motivasi anak muda berbakat ini dan Djoko-djoko yang lainnya akan lebih besar untuk berbagi ilmu. Bentuk stimulus semacam ini akan jauh lebih baik untuk masa depan Indonesia, bukan cara BLT dalam bentuk block grant

Tatkala mendengarkan kuliah Menteri Perdagangan Mari Elka Pangestu tentang ekonomi kreatif di Universitas Multimedia Nusantara, di Serpong, 5 September 2008, tumbuhlah persepsi bahwa inilah jenis ekonomi yang akan dikembangkan di Indonesia. Aktivitas di 14 bidang industri kreatif unggulan diharapkan mampu menggairahkan perekonomian Indonesia, menghasilkan pendapatan dalam orde ratusan triliun rupiah per tahun.
Pemikiran tersebut masuk akal, didasarkan pada keunggulan komparatif dan kompetitif. Komparatif, karena bak sumber daya alam, tradisi membatik atau seni kriya, misalnya, telah lama menjadi bagian dari budaya kita. Kompetitif, karena—mengikuti tesis Thomas Friedman dalam bukunya The World is Flat (2006)—dunia kini berada dalam equal playing field akibat globalisasi dan proliferasi teknologi-informasi -komunikasi (TIK).
Berikutnya, seperti diamati para futuris, ekonomi kreatif— sebagian lebih suka menyebut ekonomi inovasi dalam skop lebih luas—merupakan faktor survival kritikal bagi bangsa-bangsa.
Bab ketiga buku The Extreme Future karya James Canton (2006) dikhususkan untuk membahas ekonomi inovasi, khususnya dalam upaya baru menggapai kemakmuran. Di sana antara lain diuraikan 10 tren pembentuk ekonomi inovasi—yang pertama tertulis dalam kutipan di awal tulisan ini—yang penting untuk disimak dan diuji.
Ketika menyinggung kendala yang dihadapi Indonesia dalam upaya mengembangkan ekonomi kreatif, Menteri Mari Pangestu menyebutkan (dalam Ajang Indonesia ICT Awards, Jakarta 8 Agustus 2008) bahwa pasar ekonomi kreatif hanya akan terbentuk jika punya tingkat literasi (TIK) tinggi dan sebesar-besarnya masyarakat mengakses teknologi ini.
Keadaan di Indonesia memang belum sepenuhnya menggembirakan. Kesenjangan digital, yang antara lain ditandai rasio kepemilikan PC/laptop dibandingkan jumlah penduduk, yang lebih kurang baru 10 persen, dan penetrasi akses internet yang baru sekitar 15 persen, termasuk masih lebar. Katakan teknologi mobile/seluler memperbesar potensi di atas, dari segi jumlah pengguna—yang sekarang sekitar 125 juta—mungkin memberi peluang. Namun, tren yang ada memperlihatkan perlengkapan telepon seluler canggih lebih banyak digunakan untuk aktivitas sosial daripada pengetahuan, sampai muncul kekhawatiran meluasnya simptom continuous partial attention atau attention deficiency syndrome, yang merujuk pada kesulitan untuk berkonsentrasi karena tingginya aktivitas multitasking.
Padahal, ketersediaan dan akses TIK baru satu faktor. Menurut Canton, pendirian ekonomi inovasi juga harus diiringi ”kebebasan berpikir, kebebasan pasar, dan kebebasan berusaha”.
Kita tak harus berkecil hati karena China—yang sekarang rakyatnya masih belum bebas akibat masih dianutnya sistem komunis yang membelenggu— ternyata juga bisa mengembangkan ekonomi inovasi. Apabila Canton hanya menjadikan China sebagai satu bab dalam The Extreme Future, jurnalis finansial Rebecca Fannin memperlihatkan upaya China memenangi perlombaan teknologi, khususnya TIK, saat ini (Silicon Dragon, terjemahan BIP, 2009).
Mengomentari tulisan Fannin, Managing Director The Carlyle Group David Rubenstein mengatakan, China kini menjadi penantang terbesar AS sebagai pemimpin inovasi teknologi dan peluang investasi. Sementara penulis Om Malik meyakini China akan menjadi pusat inovasi di masa datang.
Uraian Fannin menyiratkan dunia memang akan hidup di bawah bayang-bayang Naga Silikon, dan masa depan ekstrem yang dikemukakan Canton juga akan kental mewarnai peradaban masa datang. Dalam konteks ini, memadaikah upaya pemerintah sejauh ini?
Daya inovasi
Kalau memang kunci bagi masa depan adalah inovasi, siapkah masyarakat Indonesia memasuki era ini?
Mengintip cetak biru perencanaan iptek nasional seperti yang dilakukan di Dewan Riset Nasional misalnya, memang di sana ada wacana pengembangan pemanfaatan TIK di pedesaan melalui sistem dengan judul yang mantap, yakni Rural—Next Generation Network. Tapi perlu kita pantau bersama apakah sistem ini sudah dicapai tahun 2008, dan dengan itu ”kesenjangan digital” yang ada teratasi seperti dijanjikan dalam Agenda Riset Nasional 2006-2009?
Hal sama bisa dipertanyakan dengan rencana besar seperti Palapa Ring yang ditujukan mengintegrasikan layanan telekomunikasi di seluruh wilayah Indonesia, terutama untuk menutup wilayah Indonesia bagian timur yang relatif masih banyak yang menganga.
Seiring Palapa Ring, ada pula rencana menyediakan akses telekomunikasi bagi seluruh desa di Indonesia sehingga equal playing field tidak saja berlingkup global, tapi juga diwujudkan dalam lingkup nasional.
Hanya saja, semua yang kita lakukan sejauh ini memang masih menyentuh bagian dasar dari inovasi yang ingin kita rebut, karena yang coba ditanggulangi baru pada sisi fisik dan teknikal. Bagaimana daya inovasi individu—sebenarnya juga pada perangkat pelaksana negara seperti pemerintah—yang akan memainkan peran penting dalam transformasi membangun masyarakat berbasis pengetahuan?
Sebagai catatan, Pemerintah Indonesia sering masih dinilai tidak konsisten, misalnya di satu sisi mempromosikan cita-cita membangun masyarakat berbasis pengetahuan, yang harus ditopang tersedianya akses TIK yang terjangkau, tetapi ternyata tarif internet relatif mahal dibandingkan dengan negara berkembang lain.
Tampaklah, memang ada persoalan besar dalam upaya bangsa Indonesia meraih teknologi dan menjadikannya sebagai daya saing. Teknologi yang sulit— misal teknologi pertahanan, seperti sering disampaikan Menteri Pertahanan Juwono Sudarsono—banyak yang telah dapat dikuasai. Yang belum dikuasai di sini adalah ilmu manajemen atau mengelola urusan sehingga semua hal beres seperti dicita- citakan. Dalam kaitan ini pula kita bisa mengingat hambatan inovasi yang dikemukakan M Sahari Besari dalam bukunya, Teknologi di Nusantara—40 Abad Hambatan Inovasi (2008)
Jika kita bangsa pembelajar, sesungguhnya munculnya Naga Silikon di dekat kita, atau peringatan seperti masa depan ekstrem—ditandai antara lain dengan ekonomi jenis baru—mestinya kita sekarang sudah bangkit, gregah-gregah, menyongsongnya. Kita terus bergulat, bagaimana merespons ekonomi yang komponen utamanya adalah bit, atom, neuron, dan gen?
Kalau semua terdengar masih asing—nun jauh di sana (arcane), berarti itu pekerjaan rumah bagi masyarakat Indonesia. Eranya adalah masyarakat berbasis pengetahuan, ekonominya ekonomi inovasi/ekonomi berbasis pengetahuan, tetapi fenomenanya belum kunjung hadir di sini.
Kalau reformasi belum mampu membangun masyarakat berbasis pengetahuan, menurut Yasraf Amir Piliang (dalam Reinventing Indonesia, 2008), itu karena institusi negara yang terkait pengembangan pengetahuan, sains dan teknologi, seni dan kebudayaan pada umumnya sejauh ini berjalan sekadar memenuhi anggaran, tidak mempunyai ”roh” pengetahuan dan dorongan pencapaian, serta tidak mampu menularkan ”spirit pengetahuan” pada kalangan masyarakat luas.

Extremists spray-painted “Mohammed is a pig” and “Death to Arabs” early Sunday on the walls and doors of the Sea Mosque in Jaffa, sparking the fury of the Islamic Movement in the mixed Arab-Jewish city.
The hate slogans also included “Kahane was right,” a reference to the slain Rabbi Meir Kahane, founder of the outlawed anti-Arab Kach movement, and “No peace without the House of Peace,” alluding to the Hebron structure from which dozens of far-right activists were evicted earlier this month.
Two Stars of David were painted on the entrance to the mosque.

The section of Philosophy and Ethics of Technology has the mission (i) to contribute to the bachelor and master programs of the Department of Industrial Engineering and Innovation Sciences and (ii) to contribute to a reflective attitude of engineering students in all engineering disciplines at TU/e, with regard to the development and use of technology.
The research on ethics of the Section is embedded in the 3TU Centre for Ethics and Technology. This is a joint research centre of the three technical universities in the Netherlands, in which about 40 researchers in the field of ethics and technology cooperate.
Project description
The deployment of artefacts in present day society has numerous consequences – including issues related to ethics. Liabilities and responsibilities of designers of artefacts receive ample attention in the literature. Many studies assume that the designer – as decision taker – is the primary actor to balance advantages and potential risks in the design process. In the case of more complicated artefacts, however, designers’ work is substantially supported by the outcomes of (mathematical) models. The inner working of such models often obscures a direct understanding of the link between decisions and their consequences. This means that a new situation occurs: the model maker plays an important role in the design process.
The project aims to clarify issues with respect to responsibilities of model makers in addition to that of designers. Specifically, it aims to develop a conceptual framework to deal with the accountability-issues of model-makers and model-users; a framework that is sufficiently operational to be used in concrete cases where formal models serve to support design decisions in the design of technological artefacts.
To achieve this, the project combines engineering ethics, an analysis of modelling, the philosophy of technology, and case studies.
Tasks
The PhD student is expected to do both supervised and unsupervised research, write a PhD thesis and research papers on ethical issues regarding modeling and to participate in activities of the 3TU.Centre for Ethics and Technology. A small part of the studentship may involve teaching in courses offered by the section.
Qualifications
Your prior studies and current interests prepare you to do research on and write a thesis on ethical issues related to modelling in the engineering sciences.
In particular, you have a Master degree in philosophy, with a proven interest in ethics and technology, or a Master degree in engineering science, with a proven interest in ethical issues. Prior knowledge of modelling techniques in engineering sciences is a strong recommendation.
You aspire to further academic development, you possess excellent analytical skills and you know how to make contact outside your immediate working environment.
You must have sufficient knowledge of the English language, proved by an IELTS certificate with a minimum score of 7. Knowledge of Dutch is not (initially) required.
Appointment and salary
We offer:
a full-time temporary appointment for a period of 4 years;
a gross monthly salary of € 2000 during the first year up to € 2558 during the fourth year of the appointment;
a holiday allowance of 8% of the yearly salary and an end year allowance of 6.4% of the yearly salary;
a PhD program of 1,000 course hours, suited to the specific needs of the candidate;

Small investor in stock market business again become victims of mishandling of clients capital by brokerage company. This case is not the first time happened in Jakarta Stock exchange. By suspending the Sarijaya Securities, the client investor at Sarijaya will lost more money.
As an investor (JTS), the day before suspended I bought dewa-w, with the price of Rp 48/share. And I instruct, Ade, a staff at BSD Sarijaya Branch to sell it the next day (time of suspending) with price of Rp 60/share. The day of suspending, the price of dewa-w reach up to Rp 68/share, but my share cannot be sold, because of suspending. The same day dewa-w close at Rp 43. Tomorrow maybe lower.
I felt many indicator previously that Sarijaya mishandling the client capital. They informed me to force sell my share, on the same day they will sell the share. No letter/no reminder at all before the selling. Usually when the price reach the bottom. After the selling, the next three day the price could reach 10% up. Compare with another securities that I use, this Sarijaya securities is the worst.

TEMPO Interactive, Jakarta: The Capital Market and Financial Institution Supervisory Agency (Bapepam-LK) informed on Tuesday detention on a senior staff of a securities company, Sarijaya Permana Sekuritas for alleged fraud.
Herman Ramli, was detained by the police according to the supervisory body since December 24th “as an effort to hold the main commissioner of Sarijaya accountable” for his conducts according to the Agency’s release on Tuesday.
Beside coordinating with the police, the agency have also instructed the Indonesia Stock Exchange to suspend Sarijaya Permana Sekuritas from trading. The Agency also instructed the Indonesian Clearing and Guarantee Corporation (KPEI) and Indonesian Central Securities Depository (KSEI) to freeze all the company’s and its clients assets, “except for settlements on earlier transactions,” Fuad Rahmany of the agency said.
The agency also forbid Sarijaya to pursue legal action on its securities and its clients’ securities.
A local investment manager feared the arrest would shake local securities companies as Sarijaya mainly serve small retail investors, “this problem could affect thousands of investors” he said on condition of anonymity.
The agency said to take further steps of auditing Sarijaya’s assets and liabilities to its clients, and to verify its clients’ accounts and personal assets handed by the main commissioner.

As grim financial predictions dominate the news, it seems everyone is scrambling to become an expert on the economy. With the presidential election right around the corner, the pressure to craft a coherent narrative on the country’s financial woes is especially high in Washington. It’s been called a perfect storm; the combination of volatile markets, looming energy crises and high-stakes politics has delivered a moment of national focus, with more than 89 percent of the country believing that a fundamental shift is needed in how America runs itself.
But a shift to what? Both John McCain and Barack Obama have presented a series of ambitious economic packages that have further polarized both sides of the aisle, as well as Wall Street and Main Street. Perhaps the only matter universally agreed upon is that the next president—whoever he may be—will face a daunting set of fiscal challenges and a dramatically reduced set of resources with which to confront them.
To make sense of those challenges, NEWSWEEK invited winners of the Nobel Prize in Economic Sciences to explain how they would advise the next president in crafting and prioritizing his economic-recovery efforts. Excerpts:
Paul Krugman, a professor of economics at Princeton University since 2000, was awarded theNobel Prize in 2008 for his work on international trade patterns. A twice-weekly columnist in The New York Times and former columnist in Fortune Magazine and Slate, he served on the U.S. Council of Economic Advisers from 1982 to 1983.
The idea that a new president should emulate Franklin Delano Roosevelt’s first 100 days—a blizzard of activity to address a national crisis—has become a cliché. But this time it’s exactly right. Assuming that this election goes the way almost all projections say it will, with Barack Obama taking the White House and Democrats greatly reinforcing their control of Congress, there should be rapid and radical action on at least three fronts.
First, the economy will almost surely be in a nasty recession by January. As soon as possible, the administration and Congress should fight this recession by putting in place a major fiscal-stimulus plan, this time centered on spending rather than tax cuts—aid to stressed state and local governments, expanded and extended unemployment benefits, and some serious public-works spending. The goal is to do well while doing good—to provide much needed help to individuals and help repair our frayed infrastructure, while at the same time supporting demand and employment.
Second, the administration should press rapidly forward on financial regulation. I hope—hope—that by January the financial rescue efforts already underway will have relieved the worst of the credit crunch. But even if they have, that’s only the first step. We need much-expanded regulation to protect against a return of the financial crisis; if financial institutions need to be rescued like banks, they need to be regulated like banks, with the key things being capital requirements and oversight.
Third, now is the time for health-care reform. Some people say that the health-care issue should wait, but I disagree. The economic crisis has driven home the insecurity created by our current system, under which the misery of Americans who lose their jobs is often compounded by the loss of health insurance, as well. If elected, Obama should try to emulate LBJ, who signed Medicare into law less than 10 months after his 1964 victory.
Is this a wildly ambitious agenda? Yes—but these are wild times, and the country is ready for change. I’ll give Obama a bit more than a 100 days—say, six months—but he should move fast. Like the crisis of the 1930s, the current crisis offers an opportunity to reform our system in fundamental ways.
A. Michael Spence, a senior fellow at the Hoover Institution and professor emeritus at Stanford University’s business school, was awarded the Nobel Prize in 2001 for his work on markets with asymmetric information. From 1991 to 1997, he was chairman of the National Research Council Board on Science, Technology and Economic Policy.
The next administration will have a full plate. It will need to continue to inject capital into the financial system and take measures to ensure the functioning of the payments system and short-term credit markets. It will also need to return to the mortgages and reset terms, avoid a flood of foreclosures, all of this for efficiency, equity and political reasons. It will then need to inject a fiscal stimulus while communicating a plan to return the budget deficit to more sustainable levels in the medium run. It will need to coordinate policies with other major economies to avoid unintended and unwanted volatility in capital flows searching for the safest haven. It will need to structure its ownership and substantial control of the financial sector in such a way as to make it possible for private capital to reenter as the [industry's] damaged balance sheets get better and the visibility/transpar ency improves. Postcrisis it will need to thoroughly examine the systemic failures with a view to redesigning the regulatory oversight of the sector.
Priorities will have to be set on the fly as conditions shift, often rapidly as we have seen, in the economy and the financial sector. The overriding priority should be to have a top-flight team in Treasury, led by a secretary who, like Secretary Henry Paulson, has experience and stature in the financial sector.
Joseph E. Stiglitz, a professor at Columbia University, was also awardedthe Nobel Prize in 2001 for his work on the economics of information. He was chief economist of the World Bank and chair of President Clinton ’s Council of Economic Advisers.
The next president takes office at a challenging time (to put it mildly) for the economy. He will inherit an economy in recession, a country facing a growing divide between rich and poor, a health-care system in which we spend more money to get poorer results than any other advanced economy and a society with an oil addiction that has only grown worse over time. The massive debt and deficit he will inherit will mean that the resources to attack these problems will be very limited.
We will almost surely be going into a deep recession—the longest since the Great Depression. The immediate focus will be how to prevent it from getting worse. Inevitably, unemployment will grow, but more and more will find their benefits expire before they find another job—some 700,000 or so are likely to be in this position in the next few weeks. Pumping money into the banks was critical, but trickle-down economics doesn’t work; by itself it’s not enough. States are facing massive shortfall in revenues, and without aid, they have to start laying off workers. Foreclosures are likely to continue apace, as house prices continue to fall as a result of the bursting of the bubble.
To recover, however, we need more; investments in infrastructure and technology. Green investments on alternative- energy sources and public-transport systems can help wean us off our oil dependence. But recovery is not enough: we need to prevent a recurrence. We need new regulations and a new regulatory framework—one that can not only protect us against risks of bad lending, but against the risk of a president who doesn’t understand the role of regulation in a modern economy.
To get the resources to attack these daunting problems means that we will have to raise taxes, at least on upper-income Americans, and use all of our resources wisely. There are two major sources of waste in our economy: the first is in the military, where spending has been unbridled—including on weapons that don’t work designed to fight enemies that don’t exist. We could have more security with a smaller military budget.
The second is in health care. We have been aware of the problems for years, but vested interests have resisted change. Matters have become worse in the last eight years—the paradox of more uninsured and more spending. Reforming the health care system is essential to the health of our society, but also to the health of our economy.
This is, admittedly, an ambitious agenda. But we have no choice, if we wish to preserve and enhance our standard of living. Such a program will both increase output in the short run and help growth in the long run.
Edward C. Prescott is a senior monetary adviser at the Federal Reserve Bank of Minneapolis and a professor of economics at the W.P. Carey School of Business at Arizona State University. He was awarded the Nobel Prize in 2004 for his work on dynamic macroeconomics.
No matter who wins office, the temptation will be to change as many rules as possible, as quickly as possible. This is usually the inclination of an incoming president, but this will be especially true given the current financial turmoil and the perceived urgency to “do something!” However, I would remind the next president that changing the rules of the game too dramatically can have unintended consequences, which are often suboptimal. Indeed, even hinting that rules will be changed can alter expectations and change behavior.
This is especially true on the issue of taxes. There is no more important issue on which a president can affect the economy than the question of taxation. Recent research has revealed that tax rates are the key factor in determining the economic health of developed nations. Ingenuity, risk-taking and productivity are the engines of economic growth, and all are dependent on properly aligned incentives. High tax rates are the surest way to squash those incentives and stall that engine.
Another key issue that the next president will face is the call for health-care reform. Again, I would caution the next president to consider measures that will help unleash Americans’ creativity and make the system more efficient. We’ve already developed less expensive walk-in clinics, and a market is developing for cheaper and better home health care for the elderly. And we’ve done these things without government directives. More regulations, price controls and too much government oversight will result in less efficient outcomes.
Third, I would advise the next president not to equate the current financial turmoil with the onset of another Great Depression. Yes, credit markets matter: firms need ready funds, banks need to trust each other, and investors need the confidence on which all capital markets depend. But that’s why we have a central bank, and that’s why the Federal Reserve—along with the Treasury Department and central banks around the world—has taken its extraordinary measures. This is what lenders of last resort are supposed to do. Let them do their job. The real economy will survive this episode.
One final note: we expect too much of our presidents when it comes to the economy, and they are often too happy to oblige that expectation. The American people don’t need a president to manage their business but rather to manage the rules. Here’s hoping for a steady hand.

I’d advise the next president to learn to distinguish between markets that do not call for government intervention and those that do. Many markets work best with little or no outside interference. But others—especially those subject to big “externalities”—need a helping hand. The credit market is in this second category.
When a bank calls in a loan, it obviously hurts the customer in question. But it also adversely affects other banks that have lent to this borrower. They are now less likely to be repaid, and so can’t as readily lend to their own customers. We say the original bank exerts an externality—a secondary effect that it doesn’t take account of—on these other banks. As long as everyone continues lending, all is well. But if some banks stop doing so—perhaps because a number of customers have defaulted—they may force other banks to call in their loans, too. The chain reaction so generated could end up paralyzing the credit market altogether. Sound familiar?
Yet, government can save the day. By infusing money into some banks, it allows them to begin lending again. With a big enough infusion, the chain reaction reverses, and ultimately the market is restored to health—at which point the government presumably gets its investment back.
Such intervention comes, however, with an attendant risk. If banks anticipate government will come to the rescue should the credit market go badly awry, they may make loans that would otherwise be imprudent, e.g. subprime loans with little prospect of repayment. So a contingent bailout policy—implicit or explicit—must be coupled with some regulation of what banks can and cannot do.. For example, a ban on lending to uncreditworthy customers might well make sense.
Our new president should not forget that unrestrained markets are remarkably successful at delivering many of our most-needed goods and services. But he must also understand the logic of externalities and why in markets like credit—where externalities are significant—a well-planned activist role for government could be vitally important.

There are good booms. For example, the Internet boom of the late ’90s was a happy time and left lasting benefits. The latest housing boom was different. It buoyed employment, but it proved to be a massive malinvestment that left near-insolvent banks, a credit crunch and an emerging business slump. The debacle has revealed serious flaws in the banking and finance system, which the next president will have to confront head-on.
The absence of owner control over management in the big banks was costly. Bank heads were locked in a competition in which each one “reached for return” as needed to keep profits and share price on a par with rivals—no matter what the risk. Nowhere was there a way for shareowners to say “stop.” To prevent that from happening, stronger corporate governance is needed. I would advise the next president to press Congress to legislate that the proposed base pay of CEOs be submitted to a shareholder vote and that bonuses be geared to long-term performance.
The lack of vision in bank management was another flaw. Bankers seemed unwilling to acknowledge and allow for the possibility that interest rates might rise back to more familiar levels and that housing prices (in real terms) were about 40 percent over historical norms. That unwillingness helped create the subprime crisis that’s consumed much of the industry. True, the next president cannot legislate “strategic vision.” But financial players, instead of communicating and analyzing in terms of a single future, could be required to work with two or three future hypotheticals that include best- and worst-case scenarios.
Finally, the great investment banks ceased to be an instrument of capitalism for the finance of business investment and innovation, and became agencies for “wealth management.” It was economic policy that drew banks to mortgages, of course. The American dream became “home ownership” rather than a successful career. To redress the balance, the next president should press Congress to provide businesses with additional subsidies to help them invest, comparable to the subsidies it provides households—through Fanny Mae and Freddie Mac—to buy homes.
If America is to continue to be the place where ordinary people find stimulation, challenge, novelty and fulfillment, our business sector will need more dynamism and inclusion than it has shown lately. This will require a restructuring of the financial sector to serve business innovation. The tiny band of “angel investors” and venture capitalists can’t do it all. Also, the next administration must act to stimulate jobs for the disadvantaged, many of whom are now in prison. I have long advocated that a subsidy be paid to each firm employing low-wage workers as a way of raising their pay and stimulating their employment.
Barack Obama’s planned hiring subsidy is a step in that direction. But we have miles to go to get back on the track for dynamism and inclusion.
Sir Clive W.J. Granger was awarded the Nobel Prize in 2003 for his work on economic time series. Born in Wales, he has been a professor of economics at the University of California, San Diego since 1974.
Most economic recessions can only be broken by a change in opinion or attitude by the majority of the participants such as investors, buyers, or speculators. Any major figure, particularly a president, could influence the thinking of “investors” at certain critical moments. Such a change has to involve a new idea that sounds sensible and has wide acceptance. The $700 billion bail-out proposed by Congress did not pass the simple acceptance tests, but the “British” suggestion introduced by British Prime Minister Gordon Brown is performing well and getting wide attention.
The next president could state, for example, that his administration is implementing something like the British proposal, which clearly makes some common sense [even if unclear economics] and is being introduced by several other countries. The cost is less than previous schemes and is designed to be reversible in four or five years if successful. The money is going exactly where it is most needed! Should the Brown plan be widely accepted and acted on, we will still all face a few weeks or possibly even months of uncertainty before the world’s economies get back on a sound trajectory.
Concerning [worries that] government spending would be too great: it would be less than continuing the Iraq war for a few years and much less than going to war with Iran, which is so casually debated. The costs should certainly be kept watch over and publicized.
Placing funds directly into banks also sounds like a plausible proposal. If it does not work we will have to survive a few more uncomfortable weeks before another plausible idea arises.
Finally, in my opinion, the new president should concentrate his energies on getting workers back to work and strengthening industry, once the credit markets are working well.
